Extract of the Minutes of the City Council of Columbus regarding an agreement between the city and Josephus Echols with John H. Howard to build a dam and canal on the area of the North Commons as part of the Water Lots development, June 13, 1841 Plat map of Water Lots #1 through #37 and deed conveying the even numbered lots to Josephus Echols and John H. Howard (who became the president of the Water Lot Company of the City of Columbus) in return for the sum of $100 and their bond for $10,000 to construct a dam across the Chattahoochee River beginning on the east side of the river at any point below Lot #1, December 1841
