Item 36 – Letter from Whitley to Charles M. Evert. Attached are duplicate letters addressed to Lennie Davis, a letter from Charles Evert to Whitley (dated January 22), and a letter from Whitley to Charles Evert (dated January 20). This correspondence is the result of Whitley's error to inform Evert and Davis of the Location of the meeting of the Charter Commission on February 5, 1970, January 26, 1970

Item 37 – Letter from Whitley to W. J. Wright, Jr., attached is a letter from Wright to Mrs. Patsy Phillips requesting that a copy of the attendance record of the Charter Commission be sent to his office. Also attached is a copy of the resolution which states that the secretary (Patsy Phillips) or anybody appointed by the Board of Commissioners are requested to furnish the County Administrator with the attendance record, January 26, 1970

Item 38 – Three page letter from Arthur K. Bolton, Attorney General to Albert W. Thompson concerning the election of the first members of the governing authority of the county-wide government. His unofficial opinion is that there would have to be a special election to elect new commissioners. Attached is an envelope that said letter was mailed in (marked "special delivery") and copy of letter, January 26, 1970
